About the Ministry

The Ministry of Labor, Social Affairs, Youth, and Sports of the Northeastern State of Somalia is mandated to provide policy direction and guidance on all labor administration and vocational training matters. The ministry is also mandated to protect and develop the labor force to contribute to the socio-economic development of Northeastern State. Alongside this, the Ministry works to enhance the participation of youth in the development of the state through effective mobilization, empowerment, training, and sports, fostering national cohesion, strengthening peace, and improving the quality of life across our communities.

VISION

A Northeastern state where every citizen, particularly the workforce and youth, has equitable access to fair employment, social protection, and opportunities for growth, building a productive, peaceful, and united society.

MISSION

To develop and implement policies and programs that promote fair labor practices, protect workers' rights, strengthen social welfare, and empower the youth of Northeastern State through education, training, mobilization, and sports, in order to advance national cohesion and sustainable development.



MANDATE

Hon. Ibrahim Jaamac Raygal

Ibrahim Reygal leads the Ministry of Labour, Social Affairs, Youth and Sports of the Northeastern State of Somalia, overseeing policy direction on labour administration, social welfare, and youth and sports development across the state. Under his leadership, the ministry has organized numerous sports tournaments and competitions to engage and empower the youth; established a comprehensive database to maintain complete records of government employees; and strengthened oversight of the foreign workforce in Northeastern State by registering expatriate workers and issuing work permits. He is committed to building a more inclusive, productive, and peaceful society for the people of Northeastern State.

Mukhtaar Ugaas Ibraahim Cali

Mukhtaar Director-General, Ministry of Labor, Social Affairs, Youth and Sports Mukhtar serves as director-general of the ministry, responsible for day-to-day operations, coordinating departments, and implementing ministry programs. With a background in management, he has played a key role in coordinating labor and social welfare programs across the state. He works closely with the minister and ministry staff to ensure initiatives are effectively delivered to communities across Northeastern State.
